How can I remove the loubers (the back vent looking panels) off of the car so I can re-paint them????

You need to remove the back headliner.

if they are inside there may be screws but usually they put them on with plastic clips that are designed to go in and hold
pulling on them slightly may help but don't pull hard if they are screwed in
