From an HR perpective- I would block any and all thoughts of nationalities and race. In today's day and age- you just don't go there.
From a personal perspective- I would say middle eastern. But really- what difference does it make? If the person's qualifications on the aforementioned resume' are par with the job expectation- that should be all that matters. Word to the wise- be very careful if you are indeed in the process of hiring and you are looking at the name in this light....

Ali- I would first think is this a male or female. Simply because you have Ali (short for something, Alison for example).

Payam- I would first think I like that name, wonder if I am pronouncing it correctly in my head, then wonder if their mother just attempted to be creative when spelling "Pam".

:-)

Ali always makes me think of "A Thousand and One Arabian Nights". Payam is a name unknow to me, therefore no reaction.
