I'd go to above the police chief's head to the mayor's office. There's absolutely no reason for a situation like this to exist. File a formal complaint regarding this dog. While you are waiting to see the mayor make sure you have a camera or camera phone with you to snap pictures of the dog on the loose. Get the pictures printed and put the date, location, time etc. on the back. Then you'll have the proof you need. Get others in the neighborhood to do the same. It seems to me a dog that has required you to get 32 stitches is a danger to all and should be put down.

Get a digital camera with a time feature. Or a camcorder. Take a timed, dated picture, to prove to the police that the dog was out without a leash. If this dog is as dangerous as you say it is, then an exception needs to be made. I say you go door to door with a petition for the town council, and bring it up at the next town meeting. You might not be the only person with that concern. In the mean time, is there a friend, co-worker, relative, or neighbor who goes your way, who can drive you even part way home, so you don't have to walk past this monster? And what's with the "three strikes" rule? Is your town nuts? One attack on a person (or another animal) is enough to know that a dog is no good to have around. My mom's pitt bull (really sweet) mauled their kitten to death because the kitten got too close to the dog's bone. They didn't give that dog a second chance, they put him down immediately. Do you have access to either a video camera or a digital camera. Take a picture of the dog the next time he's on the loose, but make sure that the date and time stamp is on before you take the picture.
Each time you see this dog out there, take another picture. You then are mounting evidence towards removing the city of this pest.
By the way, I 'd like to understand why the people refuse to keep the dog on a chain.

As always i have options...
try to get a friend to drive u around were u usually see the dog n if u see the dog loose take a picture of it. Not just 1 keep flashing! lol
put some signs around the neiborhood warning people about the dog
try to find a new way home
When I waz 5 I got my ear bitten off by a mix breed dog...and a few months ago my dad saw a dog n his owner without a leash n he showed the police the picture of my ear n the man puts him on a leash

Okay, this is a tricky one. Make sure that you...
~are never carrying food when you walk by the dog/his house
~walking s l o w l y
~are not making any sudden movements near the dog
If he comes too close to you or attacks you throw a stick or a rock FAR AWAY from you and hope the dog chases it then WALK home, holding a bunch of sticks or rocks. Never turn your back to the dog and call the police explaining what happened. Good luck!

Personally, I'd kill the dog. My daughter was attacked by a friends dog and I regret not doing anything about it. Since you don't want to hurt it, I suggest you carry a camera or cam with date stamp. Everytime it's loose, take photos, get footage. Also, carry a tape recorder (the small pocket size) and record it barking at you. Other than that, carry some sort of weapon to scare the dog away. Our postman carries mace. We have a couple loose dogs too and he sprays them everytime. You're right, it's not the dogs fault, it's all on the owner. However, you need to be safe. Get the proof you need and protect yourself however necessary.

Carry a camcorder with you when you are walking by this place. Carry a large knife with you in the event that the dog actually gets within biting distance. If you're really concerned about the health of the dog, maybe bring a baseball bat instead so you can merely distract it instead of resorting to killing it. Either way, the dog should be put to sleep when it reaches this stage.

I agree with the camera or camcorder idea, and a big stick or something to defend yourself with!
If you are friends with his neighbors, have them to film the dog on the loose!
Obviously the owners are not responsible dog owners, try calling the ASPCA, maybe they can help. With the owners not being responsible, letting the dog lose to get hurt, they might can step in, its worth a shot!

sounds like there's not a lot you can do If you've already talked to the owners. Keep a camera handy if you see it out, snap a pic to give to the police. You could also drive instead of walking to and from work
pepper spray is also a good thing to keep around. you can buy it at most grociery stores

I don't agree with the answer the police give you. You have the scar for proof, and the hospital report, and hopefully you filed an incident report to the police when it happened. Get a lawyer or consider writing to your paper or calling you local news channel. I bet they get results from the police. I really hate it when police COP out.
