Can't answer without knowing how the house sits. You want to draw the coolest air possible into the house. Find where the air is cooler outside and set it to draw that air into the house. Remember a couple of degrees makes a big difference.

I lived in a hot dry country and a poor man's air conditioner consisted of a fan on the floor in the middle of the room blowing air onto a clothes rack with a wet sheet draped over it. The sheet dipped into a tub of water, so it stayed moist. It only works when the humidity is fairly low, but it costs much less than an air conditioner and uses about a tenth as much power.

what kind of fan? if it is a box fan then it will pull the air that is behind it forward. Try a block of ice in front and see how fast it cools

Fan in back of a bowl of ice cubes. Seriously.
It's not going to make a huge difference unless you've got a source of significantly-cooler air to move from one place to another.

face it out from the window...suck the warm air out of the house and turn your fan and just the fan on your furnace..turn the thermostat down all the way.....that will help.
