The equation x=4 is not a line, but represents a point on a graph where x=4. A line has a slope and a y intercept. The equation y=mx+b is the equation for a straight line where m is the slope and x and b are points on the coordinate axes. Example the line x=y is a straight line passing thru y=0 with a slope of 1.

The slope is 0, because the equation for the line is really
