I can relate to you, as I'm a northern woman ( so maybe my blood is thicker) This is how I handled the heat when I had no a/c.
First, I'm an early riser, so before the sun comes out I would open all windows to let the cool morning air in.
Before the temperature outdoors would rise, I would close the windows and draw the shades or curtains, and turn on the fans when the heat started to penetrate.
Also I would shower often with lots of soap & rinse extremely well. The oils on your skin keep you warm.
Cool showers only make you feel warmer once you get out. So take hot showers instead. Cold compresses on your feet and neck can also help you to stay cooler. or you can soak your feet in cool water.
If you have long hair , pin it up.
I've heard somewhere that hot beverages help keep you cool... Not for me though, I drink lots of water.
The ice in front of the fan sounded like another nifty idea from another answerer (I'll have to try that sometime)
And remember all those baby powder commercials from days gone by? I tried that and found powders to clog my pores and make me feel hotter, and you know that's no good, you need to sweat because it's the body's natural cooling mechanism.
The worst part is trying to sleep at night. That's where you need to try to get a hold of a room size window a/c unit. But if you can't afford that, you have to go with the fans again and a hot shower before bed.
I'm sure you've probably tried all these methods already, right?

Well, we don't have air conditioning here in Northern California because we usually don't need it. But the temps the past few days have been pretty intense. I've got one of those oscillating tower fans with a remote control, but even at its coolest setting, I was still sweating like crazy.The other day, a friend of mine who was feeling just as miserable called me up & we decided on a solution. We went to the air-conditioned Grand Lake Theater for two hours & watched "The Lady in the Water" (spooky flick, btw).

Store your underwear in the freezer. Keep ice water in your hand at all times and a hand fan. Wear as little clothes as you can and get an ourdoor shower. Go to the mall in the heat of the day. Use potholders when you drive.

you can freeze a couple of gallon jugs of water and put in front of a fan. it helps some.
circulate the air in your house with cross ventalation by having one fan blow air out a window then across the house have another fan sucking air in.
go to a local church and ask for assistance to purchase a small a/c for your bedroom. churches really help people a lot and usually ask nothing in return.
i live in florida and when i was pregnant with my 2nd baby we had no air. i would just sit in the cool shower with my other child and let her play. it kept us cool through the hottest part of the day.
wear as little clothing as possible and don't do alot during the hottest part of the day.
keep the fans on. drink a lot of water.
i feel for you. don't forget to contact a church for help.

i stay hydrated first. i can't eat much when its wicked hot so i try lots of fruit and very small meals so i don't get sick. i have no A/C but i keep a fan going just to circulate the air.
