He lives 4 houses down. Luckily its a winding road and the houses are spaced nicely so I don't have to listen to his wild parties.
Now after the 1st mailbox (which was nice)...I started replacing them with $30.00 models. Should I just eat the cost? Sue him? Punch him in the face?

Sell them on eBay. Maybe some fan would pay big bucks for a mailbox run over by Gary Busey. If that works start leaving more mailboxes out in the street for him to run over, and you'll have yourself a business.
