Watch and listen to the news. Yahoo is in CA. The heat is causing power outages all over the state.

Yahoo has started using a system called farms. Servers for Messenger, email etc are located at different farms. The f number you see in your email URL is the farm where that email server is located. The power outages and other things can affect your farm and not others. That is why some still have all their functions and other do not.
