When you are stable enough emotionally and financially to meet the needs of a child. This does not mean you have to be rich but must be able to provide at least basic living, clothing, food, transportation, medical. Emotional stability is important because parenting is damn hard. Perhaps a session with a counselor specializing in child and parent dynamics could help you assess your readiness and give you tips on weaker areas.

Well, the right time to have sex is once you have been married. As for having children, you and your partner both need to been emotionally ready for the responsibility of having kids. You both also need to be ready to make sacrifices that will be necessary to make in the process of raising the children to the best of your abilities. As the parents you will also need to make sure that you are leading lifestyles that will be appropriate examples for your future children. Lastly, pray and ask God if the time is right. as soon as u think that u r ready. make sure you r capable to support a child in a good living environment. in my opinion u should be married and love the other very much.
