Depends on how old you and your friend are. If you are underage then you call a day at a local event a vacation.
If you and your friend are an adult, then you determine how much you care what your dad thinks. If you don't care what he thinks then you lie or withhold the whole truth from both of them and keep them away from each other or keep the conversation from every going in that direction.

You should find out why your dad doesn't want this friend to go. Have you been in trouble with this friend? What do this friends parents say? Maybe if you sit down with your dad and this friend you can talk it over, get to the real problem.

I guess it depends are you female and the friend is a boy... or a girl that your dad doesn't fully trust or know her parents... well then he's right to say no. It really depends on your situation.. where your going for vacation and if there will be a chaperone as you sound like you may be pretty young.
