question number 1 is so poorly worded it doesn't make sense. Sorry.
No. 2 is d. The interstate commerce clause has been used to expand federal power in grossly inappropriate ways, thus weakening the states. Much of this in violation of the 10 Ammendment.
No. 3 is a. All 3 other answers are legit for the federal government. An ex - post - facto law just offends everyone's basic idea of fairness. If it wasn't illegal when you did it, you shouldn'd be prosecuted for having done it then, even if the law has changed.
