You can exfoliate your lips. Coat you lips with a little oil (olive oil if you have it; I've used regular vegetable oil when we ran out of olive oil.) and gently rub a small amount of sugar onto your lips in a circular motion to exfoliate. Keep applying chapstick to help moisturize your mouth.
Someone recommended the Vaseline thing up above and that's a good tip. I didn't let it soak in for half an hour though. I just swiped some Vaseline on and gently used an old toothbrush to exfoliate my lips.
The only other thing I recommend if the chapped lips don't clear up soon is buying the medicated chapstick in the light blue tube. I had a bad case of chapped lips about three years ago and it seemed that the medicated chapstick was the only thing that helped.

kay I got this really good method that works for everyone:use an old toothbrush and brush/scrub your lips softly. When I say softly I mean so that it doesnt hurt. Then rinse them in water. Apply a thick layer of unscented vaseline or petroleum jelly and let it soak for thirty minutes. Touch your lips now and then to see if the vaseline layer is getting thinner and if it is than put some more on. After thirty minutes your lips will be softer. This is good because its healthy and doesnt irritate lip skin. Also dont chew your lips and applying more vaseline/petroleium jelly at night keeps lips kissable soft.

Mary Kay has a Satin Lips set. One tube of stuff exfoliates and the other tube is like a lip balm. It makes really smooth lips. Only downside, it's sorta expensive (may $18 - that's a guess).

keep drinkin that water n dont lick ur lips too much that just dries them up. also if u get too used to chapstick you hav a dependency for them take it easy. nd no one can have PERFECTLY smooth lips.

precision ultra correction lip by chanel. dab a little bit of this + lipstick or whatever you use and you're set. a little goes a long way.
