Is there an online service where I can write a letter online (like an email) and have it mailed to a regular USPS address using snail mail? (Or alternatively, have the letter faxed to someone's fax machine?)

Yes, this is possible. Internet fax providers, such as MyFax, allow you to create the letter in your e-mail account and then send it as a fax. If the person has a fax machine, it will be received at their fax. It's really easy and you can send and receive faxes anywhere that you have access to your email.
