In the movie why does Madame Giry always say keep your hand at the level of your eyes. What does that mean?

The Phantom used a Punjab lasso to strangle his victims, and with your hand level with your eyes, he would not be able to get your throat.

It means to keep your hand at the level of your eye because the Phantom uses a noose and the only way to escape is to have your hand at the level of your eye so when it comes down your hand will be in the way so that it can't choke you.
