pretend that is raining very hard, REAL hard. So hard you can barely see. Yet the rain is coming out of the ground and is raining up. Can you tell the diference?

why sure. After several seconds I would cough, sputter and almost drown becaus of all the water raining up my nose.

I think it would feel softer, because it hasn't gained any momentum yet. We'd just be walking in wet clouds that have just barely let down the rain. Then as it got higher, the drops would start to feel hard.
