Nope. No can do. Article II, Section 1 of the Constitution says that the President must be a natural born citizen.

He was born in Austria. That makes him not eligible for the presidency.
They held several meetings and votes on whether to overturn that law, but it was voted against.
Personally, it wouldn't bother me at all having the Terminator as the president. Arnie's the shizznittle.
