The are ice and stones, thought to be moons torn apart by gravity, and kept in orbit by the massive size of the planet. But yeah ice and space rocks.

Strangley enough its just "junk" that is, broken rock, gases maybe even water vaopar that is naturally attrached to the mass of saturn, gravity.
