Silicon fill-ins have done wonders for me. I absolutely love the ones that you can find at Nordstrom, you can either wear them in your 36B bras and they'll give you great cleavage, or you can get a 36C bra and it will fill the entire cup. They really work wonders. But, also, wearing clothes that emphasize the breasts, or maybe some ruching in the chest, can make them look bigger. Shirts and dresses that are very detailed in the chest are actually made for B cups, never for anything bigger. You're the perfect size for a cute little top, maybe lacey and delicate (but avoid tube tops, they flatten everyone). But, yeah, try some boob jellies, especially if you wear them with already padded bras, they work super well. :)
