Currently tasers are being used on citizens that run from the police and on citizens that use passive resistance. Should tasers only be used against people that are fighting with police or should they be used on citizens that argue with police? Currently tasers can be used on citizens that do nothing wrong but argue.

I believe it's a good thing. If they did something to break the law, they must pay, and if they choose to run, I feel the law enforcement should be able to use any means neccissary.
For instance: What if that someone was the guy that molested your 6 year old daughter, wouldn't you want them to do whatever it took to see that guy behind bars?
What I don't believe in is this...when cops use excessive force on people that don't fight, resist, or try to run. It mostly happens to minorities, same as hate crimes if you ask me. These guys don't belong on the force.

Fleeing is different than using passive resistance, passive resistance or "going limp", is commonly used by activists, I should know... But yes, I think fleeing is an acceptable situation, in which to use a taser.

Yes, police officers should be allowed to taser citizens who are fleeing or resisting arrest. Innocents have nothing to fear, but police have TONS to fear even from a routine traffic stop.
