Yes it does. Look at the parallels between the current situation in Iraq (not Israel and Lebanon) and Viet-Nam. They are so similar it is frightening since I grew up in the 60's.

It depends on what you are talking about specifically. As a whole no it does not repeat itself, but certain key points are usually seen throughout history. For example militarism, nationalism, and imperialism lead to WWI. A buildup of the military usually leads to war. Even during the Cold War we used our armies in Korea and Vietnam while Russia sent theirs into Afghanistan and other places. Right now China is updating and increasing their army while we are providing more funding for ours. So I guess you can say that specific concepts located in history repeat themselves. Kind of like a certain cause will always generate a specific effect.
