I want it to be a choker, but not a CHOKEr. : )

The measurements depend on the style you are making. Is is macrame, crochet, weaving, crochet? Will you be adding in beads, if so what size?

16 inches is a standard base of the neck length. A little less for a choker, but that depends on the size of the neck.

sorry but i disagree with angie..... 16" will be waaayyy too sloppy especially if you are a smaller build........you must keep in mind too....that hemp stretches a considerable amount when you get it wet....if this is for YOU...i would suggest wrapping the core strands around your neck to a comfort zone(keeping in mind that if u wear this constantly it WILL stretch!)...and go from there....i , myself can stand to lose 20lbs and a chin or two...lol...but would make a 14 1/2" choker...(that is not a tight fit around nor a loose one)...but then if i have comfort probs...i will USE the water to my advantage......if you are selling them.....guys will start around 20" and go from there.....for a good custom fit....i always measure the core strands...good luck!....
