Yes it is wrong.
Thou Shalt not Steal.
If you need help, you should apply for federal assistance or state assistance. There are all kinds of ways of getting out of debt or paying for things, and you don't have to steal. You will feel better about yourself if you don't steal. I can tell you already have a guilty feeling about even thinking of stealing.
Try looking at this web site and see if there is something there that can help you.

I think needing it is a reason to steal, but If the authorities get you, they may or may not agree depending. I like to call the quote I am about to use "the way it is", Thou shall not steal!" The best part of you does not steal, but there is conditions under which you just have to say, "screw the law", but that does not change "The Way it is."

Stealing is stealing. The money isn't yours, you didn't earn it. Get a job. Just about every city has a job board and a daily work program. No healthy, able-bodied person, has an excuse to be not working.

Obviously a rhetorical question.
If you thought the answer was "No, sometimes stealing is justifiable." You wouldn't ask it, you'd be out there right now stealing to "help yourself with your bills or something."
Hope you continue to ask questions.

yes. For just about each case, running out of money is the result of a series of bad decisions, or bad risks. There is no way to justify covering up mistakes by doing something wrong.

Stealing is wrong. If you feel that you need to steal, and you make the decision to do so -- please understand that there are consequences. There is no rationalization that can make wrong right.
Perhaps it would be better to ask for help.

Yes. Why would that be any different than when you don't need the money so bad? It's still not yours.

Of course, it's wrong. Morality doesn't work on a sliding scale.
