You can download books from many web locations, you just need a program to open them, i recommend adobe reader, you can download it free here http://www.adobe.com/products/acrobat/readstep2.html
you can get ebooks from any filesharing programs, try emule, which you can get here www.emule-project.net
If you wish to download the ebooks to a device other than your PC, Try an XDA from 02 but check they have a reader for PDF files (ebooks are PDF)

Most palm pilots with an expansion slot have programs available to act as an e-book reader. there are also sites that have free e-books to download. I got my reader from www.freeware.com (I do not remember where to download free e-books) but be sure to read the licence agreement and limitations of any software you download.

Well, assuming you mean eBooks, I don't believe there are any devices used specifically for reading these, but I do know that they can put in Palm devices and iPods (under "Notes"). I hope that helped a little. :)
