LA is the most consistently bad you'll find.
Some stretches of freeway have traffic jams even in the middle of the night.

L.A., hands down. At least in New York, it's slowed to a halt, so when they hit you, it's not as scary. People in L.A. don't hesitate to get on the highway, go 95, then STOP to look at a map. I don't mean merge over to the berm, I mean just stop in the road. With no warning. Those people are nuts out there.
