Would like to hire someone to collect rent, mow lawn, and other maintainance. Could I contact a property manager in town that would handle that type of thing for a fee if the things he had to do only took a few hours a week or would they just not want to bother with it?

You have to have some means of checking up on who ever handles the task. Most management firms want anywhere from 40-60% of the rent upfront as a fee depending on the services they provide. Expect that much if you are wanting the maintenance etc. done. Some of that money will be placed in an escrow account to pay for those services. If you find one for just 10% I would be leary.

You have to check reference and again to verify that the place is being properly maintained. A worse case scenario that I know happened to an acquantance. She had a condo in the Pensacola, FL area. Hired a so called reputable agent to manage the property. For months, the agent reported that she had no tenants applying for the property. Out of the blue, my friend drove the 10 hours to get there and found people living in the condo. The realtor was renting it out and pocketing the rent. Talk about a nightmare!

Go to craigslist.com, select the state and then city. Post an ad for free there.
Just be careful and make sure you speak with the person and gain a clear understanding of what they will provide and won't.

Most rental property managers I've seen (only 2-3 to be honest) charge 10% of the rental income...

maximum states with a state income tax, tax house income derived in that state inspite of if that human being lives in yet another state. you may record a Georgia non-resident tax go back. typically, you may use that as a credit for your position state's income tax. yet considering Texas would not have a state income tax, that tax is lost.
