If he resembles any animal at all it would probably be a sheep. Sheep don't think for themselves and must constantly be told what to do. Furthermore, they have a tendency to "stay the course" even though the predicament would signal to a more sensible creature a change in strategy.
However, in the final analysis, to liken Bush to any animal is to do a disservice to the animal kingdom and disparage their integrity as sentient beings.
