Honestly, on some people it does. I'm 4'11 with a chest that has outgrown my 38C size bras so now I'm going up another size but guys love it! Now, actresses like Countess Vaughn (227, Moesha and The Parkers) and Michele Thomas who is deceased in real life but played on The Cosby Show and Family Matters do look like they are about to tip over. I have a neighbor who is really short like me and her breasts are larger than life and her own family picks on her. It just depends if you are top heavy but are smaller on the bottom, then you may look disproportioned. If you are pretty thick all over, then I would assume that you would look fine.

i'm 5'8 and have size 38 i boobs (as in a, b, c, d, e, f, g, h, I) and i'm not overweight. it looks pretty stupid but i guess guys love it.
