I had a tenant that smoked in one of my units for over 10 years. If you cannot replace the carpet, sprinkle baking soda and/or borax on the carpet. Let it sit for at least 24 hours and then vacuum. If you have draperies or upholstered furniture, spray them with Fabreeze, OdorOut, ZoutOdor Remover or Lysol Fabric Freshener. Replace the furnace/AC filter and spray the new one with Ozium. Let the system run, circulating the Ozium through the system for 24 hours or so. You can also spray the Ozium in the air to combat lingering odor, especially if you cannot repaint.

Fabreeze the carpets and any other materials. Change the air filters in the exchangers. If this doesn't work, repaint the ceilings with a latex paint.

Open your windows, for starters. Then try dumping baking soda all over your carpet, let it sit for an hour or so before vacuuming it up again.
