The highest wind speeds ever recorded on Earth are tornadic winds.

Highest wind speed ever recorded on the face of the Earth was in the F5 tornado, around OK city, May 3, 1999.

Highest cyclonic/hurricane winds measured at landfall were >190mph sustained with gusts >200mph when Hurricane Camille made landfall on the US Gulf Coast in 1969.

Highest non-storm winds recorded are atop Mt. Washington, New Hampshire, US, where the highest windspeed ever directly recorded on the face of the Earth was measured at 231mph on April 12, 1934.

An interesting footnote: The "Super Typhoon" Paka, (Pacific Ocean, crossed Mariana Islands in December 1997) with highest sustained peak winds of 185mph didn't break Camille's sustained wind record.

However, one gust was measured at 236mph -- which would be the highest nontornadic wind speed ever recorded, if it had been verified. The anemometer which recorded the gust was damaged and thus the recording could not be confirmed.

Taking 'on earth' to mean solid earth, you find the windiest place at the tip of South America, round Cape Horn. But on earth the Southern Ocean beats em all for strength and persistance. The centre of a tornano gives you the FASTEST airflow. Top of Mount Everest is actually quite light most times.

Definitely not Chicago which, I believe, gets its name form all the talking done by politicians!

The windiest place in the world is Mount Washington, New Hampshire, USA, where a surface speed of 371.75 km/h (231 mph) was recorded on April 12, 1934. At 1,918 m (6,288 ft), Mount Washington is located in the White Mountains, and is the highest point in New Hampshire.

I know the windiest place in the US is Chicago. Its called the Windy City afterall. dont know about the windiest place on Earth.

not sure about the entire earth, but the windiest place in north america is Dodge city, Kansas which reports the most wind per year and far beyond Chicago I might add.
