In the US, the suggested time to do laundry is after 7 pm. The purpose and reasoning for this is to help conserve energy. Before 7 pm, the load on the electric grids is high due to businesses and all offices using electricity, and after 7 pm, most businesses and offices are closed for the day. You not only help conserve energy if you run your major appliances like washing machine after 7 pm, you also help save on energy expense.

I don't think there's any time of day for you to do laundry, if you're thinking about saving water, but if your area is on a 'ration' basis, the best time to do laundry is early morning or late evening, when there aren't alot of people using water at that time, in order for you to have water pressure and not interfere with your neighbors.

1 gallon=1 gallon=1 gallon no matter when you do your wash. However, I find it's easier to do mine in the morning, especially if I want to wash the sheets.

Now, if you want to save water and electricity, just wash full loads. Or else use the water level control.

Uh, the amount of water you use is the amount you use regardless of the time of day. If you use half a washer full at two in the afternoon, it would be the same as if you used half a washer full at midnight. Are you people for real?!

I heard on NBC this morning that the best time is in the morning in order to save energy. They said it was because it was not as hot. Not really what you asked but hope it helps.

At night; when everyone's asleep, since not too many people do laundry at midnight! :D
