No phone calls mean just that. I worked in HR for years and people who would call - there resumes were thrown in the garbage can as they were unable to follow directions.
A couple of things to look at -
Do your answers on the job application apply to skills needed for the job that you are applying to? I can not tell you how many people fill in the blanks with general information or information that has nothing to do with the job being offered.
Do you spell check your answer? Too many misspelled words will have your application end up in the trash can as well.
Is there anything that separates you from the rest of the people with the same skills that are applying for the job?

If you have already had an interview, then the no phone calls most of the time does not any longer apply. However, if you have only submitted and have not yet had any formal contact with the company, it would be a killer to a possible interview if you do call. If you want, and the email address is listed, send a follow up email with your thoughts and excitement about the position.

I would not follow with a phone call, but I would follow up with an email. Send an email telling them that you recently sent an application and want to be certain that they've received it. Tell them that you are really interested in working for their company and hope to hear from them again.

Im gonna say it depends on how long its been. Anything after a week i think its fair to call to see if the positon has been filled. When you call and ask a question like that you will open up the conversation so they will ask you have you already applied. When this happens it will just show your ambitious. Which is always good.
