Fiscal policy has nothing to do with outsourcing and companies. Fiscal policy is set by national governments and deals with issues of taxation, managing national debt, and government spending.

It depends on the following:
1) What % of shares outstanding do I own?
2) How many people agree with me, and what % do we represent?
3) Does our companies business structure allow for outsourcing?

If the % in q 1 & 2 is very small, as in insignificant it would be unlikely that the board would even hear me(us) speak.
If the answer to q 3 is no, then it would be pointless to figure out the first two.
