It's never mattered whether there's a camera there or not, either you go the speed limit so you have ample enough time to stop by the time it turns red, or you step on the gas to get through in time. It's not about different rules because there's surveillance now, you still have to obey the law.

The lights are timed in such a way that there's always time to stop. The law says that you're supposed to begin slowing down as soon as the light turns yellow. If you do that you'll have pleanty of time to stop on red.
In many or most places it's illegal to increase speed on yellow.
