I purchased this off of EBAY and everything works fine EXCEPT the internet will not connect so therefor i cannot get any ringtones, this is driving me crazy...

If you're account wasn't designated for you to access the web already, you won't be able to until you call your service provider and setup the account for web/data.
The other problem might be that the phone it trying to connect to the carrier it was originally sold by i.e., you have a Cingular phone but your service is through T Mobile. In which case you'll need to access the phone tools/options basically change the settings, connection settings and what not.
