Trouble shooting skills are ability to:
a) Investigate the symptoms and evidential data to trace the root-cause of the problem
b) Provide a short term or tactical solution to fix the problem immediately
c) Provide a long term solution that can be applied later on.

Important thing to note is that it is an skill and hence it implies that is not just the knowledge alone that matters here. One should be able to use the knowledge in a manner to quickly trace the important aspects of the problem areas and able to scientifically or emperically fix the problem. Generally troubleshooting has implied pressure of time as opposed to problem solving skills.

Very often this is used in IT industry to investigate problems of software during testing, deployment or post-production stages of life-cycle.

It is the ability to attack a problem in a systematic way. By trying different small "experiements" For example - if the problem was - my TV doesn't work, a possible cause - maybe the power is out - experiment - turn on a light from the same outlet... If the light turns on, the power isn't out. If it doesn't you have found the problem and you can stop focusing on the TV and focus on what the cause of the power being out is. As a next step, you might look out the window (if it is night time) and see if your neighbors have power...and so forth.

It is a skill that you develop with practice and it is a blend of logical - make a list and start crossing things out, and a gut-based experience of knowing what part of the list to start with...good luck.

These are skills you need to correctly diagnose a problem. For example, you try to print something from your computer, but nothing comes out of the printer. A person with good computer troubleshooting skills should be able to resolve this.
