We'd also like the grass to be drought tolerant, green, low maintenance.

Bermudagrass, Chewing Fescue, Tall Fescue, Bahiagrass, Zoysiagrass and Buffalograss are all good drought tolerant grasses. Your location would determine which was best for you.

Depends on where u live. Try St. Augustine or zoyosa. Grass is usually itch because of the bugs in it like chiggers.
I heard that in England some people plant their whole lawn in mint or chamomile. Low maintainance and when you mow it smells wonderful.

If grass is itchy for you, any grass is itchy.

Considering the other demands you have I would suggest you take the artificial kind.
