Euww! That's not right! I should think it's an environmental health issue - especially this weather. It's certainly very thoughtless and rather rude of your neighbour. Have a chat with your local council about it. www.direct.gov.uk might shed some light - or your local council website.
Perhaps you could suggest she burn them as a marginally better and probably better-smelling alternative?

Sanitary towels are an environmental issue - given waste, materials and chemicals used. A bin however is not, it is waste like everything else, you put your bin outside, bins containing menstrual products are no different, they would be in normal bins - I don't see the problem, they are only sanitary pads.
It might be worth mentioning the idea of cloth pads to your neighbour though, if they have 4 menstruating girls all using disposable pads that has got to be very expensive, as well as wasteful.

i don't think its an issue as long as its not on your property, but i can see why your not happy with it... try explaining your situation and ask her if she could move it somewhere where your visitors wont see it...

the element of the sticky component to is STICK on your underclothes, there is not any way its going to cave in your pants. the element of a pad is to take up fluid not stick onto your vagina.
