I live in a metro area of about 200,000 and I cannot get DSL. I flagged down a Qwest worker once and he said the CO is close enough, they just haven't installed the cards yet and that they're "hard to come by." Are these cards really hard to get and, if so, why? Qwest could literally take 100% of the hi-speed business in this area from the local cable franchise if they wanted to, due to DSL's much lower prices. I don't get why they would not more actively pursue this.

well the cost of install DSL in a new area is not cheap at all.. can hit the million mark easy. since in the UK it costs the ISP £130 or about $250, to get them signed up and the hardware installed for there line thats using ADSL.
but the rig required for cable/DSL is more expensive since they need to add a booster every 800meteres of cable under the ground.
