It didn't although at the time most people thought it did (including me a young impressionable punk rocker)what it did was leave a multi million pound war chest (and no national debt) that the labour party squandered and then had to borrow money that we are still paying back most people forget this(why aren't the tories picking up on this)taxes were lower they was no such thing as stealth tax at least you knew what you were paying for,plus tax on fuel wasn't 89%
