Experts recommend a full flush of the brake system every 2 years. Some makes require it, Mercedes for example, as part of their routine maintenance schedule.

i have a 1996 firefly.. had a 1991 mustang. the only time i have changed brake fluid is when i've changed lines and had to bleed the lines.
as long as theres no dirt in the reservoir tank, then dont worry about it.
brakes may need to be flushed now and then, to get air out of the lines, and it would require you to top up the fluid.

If it's regular Brake Fluid, I think it only needs doing every couple of years..... if it's Silicone Brake Fluid, I've heard it doesn't need changing.
