They are somewhat obsolete names for the substances
2-methylbutane and 2,2,-dimethylpropane
"Iso" means that the alkane is a straight chain except for a "fork" of two methyl groups at the end; so isoalkanes look like this:
CH3(CH2)nC(CH3)2H
"Neo" means that the alkane is a straight chain except for a "cross" of three methyl groups at the end; so neoalkanes look like this:
CH3(CH2)nC(CH3)3
They are not named after the longest chain, but after the overall number of carbons in the chain.
