The only way it would be profitable is if you specialize in a couple of areas and become the expert. There are too many people that "know how to build web sites" but know nothing about the marketing aspects or the optimization. The market is saturated with Jr college web designers that charge little to nothing to put up a pretty reasonably priced template based sites. It is hard to compete without a real benefit and the client base that sees the advantage.These are areas that show dramatic cost benefits that business customers can relate to. You need to have some track record or a lot of strong talent behind you if you do this out of the box.
