Actually its almost always legal to run a still.
Its illegal to SELL what you make but its legal to make it for yourself. Last time I needed to check on it, my area said "200 gallons a year for personal consumption" but I think ethanol now creates a new category

NO!!! Don't run straight ethynol or bio fuel into yer car without changing a few things. Certain hoses will have to changed from metal to a rubber or plastic. I don't know all the kinks involved, but yer have to make yer car adaptable to that fuel before you can use it.

Check brewing sites for "oil extractors" and I believe you will need a mixture of ethanol and gasoline for this to work, something like 50/50.
