They are under water in the ocean and underground on land.
Signals may be sent via satellite, but the time delay is greater.
When my son and I talk between Europe and North America,
we have virtually no delay, therefore we were talking over cable
laid in or over the ground and on the ocean floor.

yes there are, these are submarine cable these wires are fibre-optic cable and they transmit signal as light. These fibre-optic cables are connected all over the world underneath the ocean most countries have the cable passing underneath them.
