technically ur doing a little of both when doing those things, the website is downloaded to ur pc and ur pc sends requests to the server, the game data is downloaded/uploaded to/from ur pc.
But downloading usualy refers to taking a file from a website etc and saving it into ur pc. And uploading usually refers to the oposite.

In a sense yes, because data is transfered to/from your client
software (the web browser, the java applet running a game
or running the chat session). The nature of this data is usually
much more temporary than downloading a document.

Downloading means something is being taken from an outside source and being stored onto your computer...
Uploading means just the opposite that your taking something from your computer and storing it somewhere else...
I think this is what you are asking

Yes,
When you do anything online you are "uploading" and "downloading" data, which ultimately builds up your bandwidth.
You may have a limit. but if you do not then go ahead and surf as much as you want!!!
