Uhhhh...to avoid slander and libel charges. Not saying she didn't do it, but the media has learned to watch their step.

It doesn't seem polite to day "Check out Ashlee Simpson's plastic surgery results", plus everyone already knows she had plastic surgery anyway, so that would be redundant.

All of that work is implied in the statement, "new look." No one is avoiding it anymore than polite society ignores it when anyone goes through those procedures.
In polite society, we compliment improved looks without commenting on the artificiality of it. Anyone who does not do this is seen as rude and disrespectful.
Some media outlets are polite. Some are not. The same for people.

Who cares if she's had plastic surgery? It's not like it's rare in Hollywood or anything.

she is ugly now. ashlee should never have gotten nose surgery, it looks all weird. she was better off with her old face.

Because she has not come out and fully admitted she had anything done. Until the truth comes out, they have to call it something else.
Personally, I think she needs a new sound, not new look.
