you mean a hyperlink? you need to put this file on a server.. ftp server... then make the link within your site itself.. depending on the size of the file.. alot of sites will host for free.............. if it a large file... and you dont have webspace.. find someone with a small site (so they will answer your email) and ask them to host the page for a short time or for like 5 bucks or something.. good luck.

You can't. The file must reside on a web server, not your local computer.
