what exactly i mean is that can i promote my adsense content enabled site through yahoo or any other messeger? will that site recommendation through messenger(any) lead to ban of my account or is it permissible for me to publicise my website thru chatroom stuff??

You want to pay a messanger service to promote you site? sure why not.

No, according to google it has to be placed on a webpage with content at all times.

Advertising here is not allowed....Its one of the things you can get reported for.
