when you put a blank cd into the computer a screen will come up if you have XP, you click on open a write able folder, make a copy of the file and paste it in, don't cut and paste it. then on the left hand side click burn these files.

Questions to consider...
1. Is this a media file you're trying to burn? If so, what type? Is it a sound file (mp3, wave, etc...)? Is it a video file (mpg, avi, etc...)?
If this is a copyright file, then you'll need to acquire these rights to burn this file. If it's a codec problem, and WMP can't encode the files, then do a google for media codecs.
2. If it is a media file, do you want it encoded so it plays on a portable player like a dvd player, or perhaps a car stereo?
You will need a program to do this.

Now, if this is a non-media file (data file) that you're trying to burn, just simply pop in a blank CDR/DVDR (assuming you have Windows XP) and drag it to our CDR/DVDR and click Write These Files. Or if you have a burning program (like Nero), then just simply launch/execute the program and choose "Data Disk" and add the files and click Burn.

Nero burning software cover quite a bit. If you type the fille extention into a search, it does give you the right direction to go to.
