a turbo charger has a turbine that is powered by the force of the exhaust leaving the manifold. a blower is a supercharger that fits above a carb.

A turbo charger uses the exhaust to spin a turbine to compress more air into the intake of the engine, a blower is usually belt driven though sometimes gear driven and does basically the same thing. The big difference between the two is that the blower responds to the increase in rpm a lot quicker than the turbo charger does, so the power increase is almost immediate, where as the turbo has some lag time before it responds to rpm increases. There are newer designs in turbo chargers that have almost immediate response times to rpm changes, I think Banks has developed the newer turbos with no lag time.

as stated above the turbo runs of the back pressure from the exhaust spinning a turbine which compresses air and sends it to your engine. A supercharger also compresses air but it is installed as an accessory on your engine. Like your air conditioning it requires a belt to run, and with a supercharger it does take power to make power.
